The same sorts of way that you can send information to another
user viewing the same television program on a different television.
The telephone comes to mind.

There are a number of JavaScript-based chat programs, just Google
'javascript chat'.

As far as I know, regardless of the technology you intend to use you
must involve a server, you can't do it client-to-client.

I believe it would need to involve some server-side programming.
- or - a Java applet.
Javascript can be used in an ASP application.
But its not in your normal script tags like you may be thinking.
