Simple Serial Port Program

My project involves an oscillator connected to the DTR pin of
the serial port, which switches the oscillator on and off using
a C program.

Here's what im trying to do:
a simple program that can turn the "DTR" pin of the serial port on
and off, that's all. I came across the function outportb() in dos.h,
can I use this to do the above mentioned?

Will the function work in Turbo C?
