How to run webadmin on production server

When I setup the webset on the production server, how do I run the
webadmin over there? I need to add roles to the system before I can
register user from the website.

I've installed .net framework 2.0 over there, but without VS.NET, I
don't know how to run the webadmin, as VS.NET run webadmin as file
system site.
