Javascript integration/syntax

Long story short I have a header and a footer file (*.asp files) that I'm
virtually including in each page of my website. I need to use my regular
pages to query a database and write out some text to a UL tag within one of
the header files. Is this possible with javascript? Problem is the other
pages aren't ASP.NET pages so I'm sorta clueless on how to manipulate them.
Any ideas?
