I am looking for libraries which allows me to cut correctly mp3 file,
change the bitrate and modify tags.Do you know anything good for it??

The Audacity project can read and manipulate MP3 files, maybe that code will
help you:

No easy task, apparently.

...correctly mp3 file,
change the bitrate

As in, resample a VBR MP3 to 160 KHz,
or a 320 KHz to 128 KHz?

...and modify tags.

JMF Performance Pack?

Not sure quite what it can do with MP3's,
but note that the P.P. is only available for
Win/*nix flavors - no Mac.

JavaMusicTag does ID3 tags.
LameOnJ does encoding.
