OT Discussion forum options?

I know this isn't a HTML question, but I thought that you guys would know
the answer :)
Or is there a more appropriate NG?

I have been approached by an organisation who want me to develop a site for
them. One of the features that they want is a discussion forum. This forum
needs to have the capability of limiting access to members only by username
and password. As well as all the usual features.

It would be nice if it was customisable to fit the site design too.

I don't want a lot of graphics, so if they are present I need to able to
turn them off. The forum will serve rural areas with low speed access.

The server has PHP and Perl, but no database so I need something that will
maintain it's own data files.

I've looked at a few, but what are people using and what do you recommend?

Try InvisionBoard from http://www.invisionpower.com I use it and was
able to skin it to my site with very little work. Plus, there are lots
of other folks out there that can assit with your skinning efforts if not
do it for you outright.

Looks nice; but they say

No good - it uses MySQL :-(

Because, as I said in my first post, the server that the site will be hosted
on doesn't have MySQL or any other database. It's not going to have either,
and it's outside of my control.

ADP Forum is a discussion board system that doesn't use any database, but
instead stores all the data in txt files. The forum is highly customizable, you
can easily edit: colours, fonts, icons. There is a detailed readme file that
explains how to install. It features: user authentication, member ratings,
avatars, configuration panel, administration, email notifications, smiley
option, edit and delete options. Languages available: English, Italian, French,
Spanish, Swedish, Polish, Finnish, Norwegian, Slovakian, Bosnian.
