Querystring parameters

Hi all, I am having a strange problem. I am having users send me error
dialogs that have the querystring kind of goofed.

A normal querystring being:

www.abc.com?blah=abc&blah2=def&blah3=ghi...etc

The querystring in the error dialogs that users are sending in are like
this:

www.abc.com?blah=abcandblah2=defandblah3=ghi...etc

I don't know where the & would be changed to the string and, I have no code
that would do anything like this.

Has anyone else experienced this before? I am running server 2003 with .Net
Framework 1.1, SP1 is NOT loaded.
