UpdateProgress Animated gifs don't work

I've googled around on this problem and I see that a lot of people have this
problem and I didn't see one solution anywhere...

This animated gif works fine in a browser and even animates in the design
time form. But it does not animate when the form runs.
(Yes, the UpdateProgress is outside of the update panel)

Anyone know what is wrong?
