ANN: version 3.9.2 of eric3 available

this is to informe you about the availability of eric3 v 3.9.2. This is
bug fix release with some new features. It is available via

Changelog:
- bug fixes
- added support for new QScintilla stuff
(e.g. autocomplete from document and APIs)
- extended debugger to not set the encoding (configurable)
- added keyboard shortcuts for the shell
-- to clear the shell
-- for all zoom aczions (zoom in, zoom out, zoom)
- added the tool eric3-configure to setup eric3 without the need
to start the IDE
