Can I use a combination of war files and individual files?

Hi,

I would like to deliver my web app as a war file rather than loads of
separate html, jars etc etc. However, there are a couple of config files
that need to be edited by the customer. I generally have these in a
WEB-INF/Config directory

can I have most of the app packaged in WAR but have some of the files
separate or is it an all-or-nothing thing?
