End User Agreements in text boxes

    Excuse me for this newbie question.

    What would be the best way of presenting a End User Agreement within a
    text box or any other control, such as the one that Microsoft presents
    when installing software?

    Display it as normal text so the user can scroll using the browser scroll
    bars and can take advantage of the full screen instead of putting it in a
    small memo.
