Missing DefaultWsdlHelpGenerator.aspx

Doing some testing on a machine where I haven't done any web services before
I created a simple web service and when I try ro run it I get the error:

Server Error in '/SoapServices' Application.

I look and there's no "DefaultWsdlHelpGenerator.aspx" in the config folder
or anywhere else on the machine. I re-installed both the framework
(v1.1.4322) and VS2003 (Enterprise Architect), and there's still no
"DefaultWsdlHelpGenerator.aspx".

Any ideas where it went or how to get it back?
