Navigation bar rpoblems. : (

I'm developing a website.
I have a top naviagtion bar.
I have about 8 pages.

Now... I'm having to make changes to the navigation bar on EVERY page each
time I make a change.
Is there a way in which I can avoid doing this?
Can I have an external file that stores the links or something?

(I can't use frames because I have a background that covers the entire
webpage.)
