A text file can quite easily contain hyperlinks, provided the UA is
set up to parse them. :)
A Flash application is a Flash application, still not a website :)

However it can hyperlink to other applications rather than act within
itself. Silly, yes.

Likewise index.pdf (can hyperlink to other PDF files, not that you'd
normally want to)

And obviously index.xml with an appropriate UA.

And some would argue that the quality of code produced by some
people/programs for websites is such that to describe it as HTML would
be stretching the definition of HTML too far. ;)
