Site builder?

This post is related to my earlier post about an app for creating and
managing html templates. Someone suggestes looking at cms packages.

The ones I have seen are pretty expensive and complicated or do too much.

I have seen some web hosting companies offering "site builder"
applications. What do they use or are these built in house?

I am looking for a package that these following, all within the browser:

1- A file manager that shows the files you have in your site. click on the
file you want to edit in a WYSIWYG component.
2- If starting from scratch, show some basic templates and use a WYSIWYG
component to edit the page.
3- save the page and publish.

Any site builder packages that are inexpensive that do the above as asimple
as that?

Expensive...yes, therefore a hosted solution is more affordable.

Our browser-based control panel will let you manage your files. You
can edit HTML source directly using the provided TEXTAREA or you can
grab the source and edit using your favourite editor. You can then copy
and paste or upload the modified source.

Currently we do not offer canned-templates because we want to give you full
control of design and layout, but we could if asked. A number of custom tags
are provided so you can easily build your own templates. For example, include
content with <!--@text path/to/include/file.inc @-->.

Welcome to the club! A good list of CMS is available at cmswatch.com. Just
be prepared to shell out big bucks or get down and roll your own with
open source systems.

IBM's Websphere Studio Homepage Builder
http://www-306.ibm.com/software/awdtools/hpbuilder seems to have all
the features you want and, at seventy dollars, it is not expensive.
You can download a trial from the IBM site.

I would be interested in comments from others about the quality and
compatibility of the generated HTML.

I would be interested in comments from others about the quality and
compatibility of the generated HTML.

From the website it seems to be a client software. I am looking for a web
based package were users use web browsers only to create a site.
