Specified Metatata Not Found

I am trying to create a VB Asp.net web application in Visual Studio 2003
with .net framework 1.1 sp1. I am getting a 500 server error upon creation.
The eventlog indicates event 36 - Metadata not found. I have search the
newsgroups, technet and the web and have done the following to try and fix
this:
Un-installed .Net framework.
Un-installed IIS
re-boot
install iis
install .net framework 1.1
install .net framework 1.1 sp1
run aspnet_regiis -i
reboot
create project
receive error.

I am running Windows/XP sp2. .Net Framework 1.0 is*not* installed.

Any help would be appreciated.
