Unable to create PERSISTENT IOR in windows

while trying to create a persistent IOR with jdk1.4.2 in windows its
showing the following message:
ERROR: org.omg.CORBA.INITIALIZE: Persistent Server Id not initialized
vmcid: SUN minor code: 1002 completed: Maybe

but the code is perfectly running on Unix....but getting problem with
windows 2000 or NT,
can anyone help me.....thanks in advance...
