This is Usenet, and you aren't anyone's customer here. It's a public
bulletin-board system to which anyone can post messages.
You may be using a "Groups" interface to read the board, but the Groups aren't
the board and the board isn't the Groups. The Groups interface is just a way
to view the messages; most people who post and read them are not using Groups.
Unfortunately we do not have any information about Groups. In this forum we
discuss Java programming. Presumably your Groups vendor has help screens or
information available about their product.
If you do mean that you want to initiate a new Usenet forum, there is a
procedure for that for which you might google. GIYF. I don't know about it,
but I imagine it is more difficult than starting a "group".
