As with any other data type, read the manual.
If you cannot find the answer, look on the web or ask in a group which
topic is *related* to your question (your library or your development
environment).

I guess assigning a value to XSD__base64Binary will depend on the
implementation and the language you use (gsoap...). A good guess would
be initialization with an array and a size (look into your header).
