bug in inspect (was cgitb vs traceback)

Hi, I took part in the python bugday and fixed this bug as well as a
cgitb bug (and one unrelated). A. Kuchling committed into 2.4a0 and I
think into 2.3, but I'm not sure if that was 2.3.4 or 2.3.5.
