can frames be a solution for my problem?

hi all

ive heard a lot of bad stuff about the use of frames but i cant think
of a better solution to my problem. i need to layout a page so there
are rows of content displated on 90% of the page and at the bottom 10%
there is a some content (advertising etc) that is alwways shown even if
more content exists in the browser window than can be covered by the
top 90%.

are frames the best way to split the page up so that i can get that
bottom 10& ever-present and for the top 90% to have its own vertical
scroll bar if necessary?
