Convert chinese text to GIF

Our company is writing a forum software that can handle English and Chinese
posts. So that those without Chinese fonts etc can avoid trouble viewing our
site, we'd like to on the fly change any post made in Chinese into a GIF file
of the text.

There is a piece of Java software available to do this however I'd like to
find a solution that is easily integrated with ASP.net.

Can anyone help point me in the right direction? Perhaps there is something
already available or someone who knows how I can go about creating this
myself.
