DAT File extension open in DotNet framework

Hello Sir,

i having a .DAT File extension format
i need to open this DAT File in ASP.NET using C#.
the main important one is here.
in this Dat file contains one template image .

(1) so which control can i use here?
(2)then how can i load that Dat file in Dotnet frame works?
(3)please give me the sample or example code for this one?
