[development doc updates]

The development version of the documentation has been updated:

This is a test version of the documentation with modified top and
bottom navigation areas. The goal of the changes is to reduce the
amount of screen real estate given over to navigational controls.

Specific changes include:

- Textual navigation links on the top navigation bar have been
removed. (These are a subset of the iconic links still present.)

- Navigation icons are only included if they lead somewhere.
Previously, the "Previous" and "Next" icons were always included
even for the first and last pages of a document, and the index links
were represented by blank spaces even if they weren't present.

- All navigation icons are now on the left side.

- The document title is pushed all the way to the right.

- Text links and document version information at the bottom of the
page is reduced in size.

- Some of the spaces between page elements have been reduced slightly.

These changes are experimental at this point, and may be changed
further or abandoned. I'm very interested in getting feedback on
these changes; if people like them, they can be put into place for
Python 2.4.
