Disadvantage of Resource

I am using Resource to manage the words, which would be displays in web
application, in different language
However, everytime I updated the Resource file and uploaded to the folder
/bin
The web application would be redeployed/reloaded.
If there have any users are using the application, the session would be
lost.

Any idea?
