Displaying a user control

Hi,

I can't display a user control and the person whos user control it is said,

<?IMPORT NAMESPACE="prog"
IMPLEMENTATION="/webctrl_client/progstudios/1_2/combobox.htc" />

"Make sure the webctrl_client directory is found off the root directory"

How do I make sure that my IMPLEMENTATION statement points to
"/webctrl_client/progstudios/1_2/combobox.htc". I noticed that in c# you
can't use the IMPLEMENTATION statement. What am I doing wrong?
