Easiest way to delay, throw away packets by interception.

My company's project involves two computers communicating over
internet. My task is to create something in the middle which acts like
a proxy but also randomly throws away, looses, or disconnects the
trasmission. This is a means of testing robustness.

Any suggestions or what the best place to start is? Any software
already available? Or should I take a open source proxy / firewall and
alter it?

Newbie to this field, so please a guy out.

Well, you *could* try by asking in a forum dedicated to your development
or target platform. I don't really see a C++ question in here.
