Enumerate elements?

Newbie: I'm trying to make a page read only once it has been submitted and
make pages read only until fully loaded.
Is there a way to dynamically enumerate a pages elements OnLoad and disable
them until the page is complete?
And, is there a way to hook a pagesubmit and either disable all elements or
blank the page?
