No. There is no mention of serial numbers in any of the C standards
documents.

there is no standard function to do this so you need to ask
in a Windows specific news group.

If such a C function exists, it might be listed somewhere in
msdn.microsoft.com (and won't be a standard function).

Although you may need to be more specific about whether the number is for
the OS, the harddrive, a drive volume, the main board, etc.
