Help on use of Eclipse plugin

Hello,
I am a novice of Eclipse. After downloaded a plugin of Eclipse and
extracted its Features and Plugin folders into those of Eclipse, I
tried to use the plugin in Eclipse by File>New>Other. But I have see
what I expected.

The plugin is Pollinate, but besides it, I can not use other plugins as
well. Any one could teach me the newbie?
