How announce "JS not enabled"

A negative javascript action:

Tell the viewer that javascript is NOT enabled.

HTML (+CSS?) prints the sentence:

"You must enable JavaScript for this page to work."

and javascript hides it.

Anyone know how? There should be a js+ css trick.

I apologize for asking. It's too simple. ( actually I got
the clue from another thread here -- thanks )

Onb approach is to have a DIV that has a message in it and then onload
hide it using Javascript, see the http://www.greggriffiths.org/ 's main
