How to Allow Focus to an empty <DIV> ???

I would like to allow for an empty div to be focused... that is... when you
tab through a web page, you go from one control that can receive and
maintain focus to another. Is there a way to accomplish this with a <DIV>?

Only focusable elements can gain the focus - so no.
