How do we create a language translation application out of some dsl or bgl or other widely used dictionary files (by all Open Source dependencies) ?

Please help list the complete requirements in plain English sentence in the order of step by step to be accomplished
(eg must get this lib to perform that algorithm, get this for satisfying that dependency, etc etc)

and then elaborate these definitive step by step accomplishment
