You could either write a visual basic interpreter in C++ using for instance
antlr or flex/bison (lex/yacc).

Or download visual basic express edition from microsoft.

Get a "new" C64. You can get them for about the same price as a cup of
coffee or two.

You should be able to connect it, but HDMI might get a bit tricky. There are
converters to convert the signal that comes out of the C64 to HDMI, but they
cost a fortune compared to the C64 itself.

There's great C64 emulators out there, that can even run at full speed and
open all serial interfaces of the C64, too. You can also fullscreen this
emulator window and scale to HDMI with no problem.

You are limited to the graphics of a C64, though. Why not try any of the
modern BASICs, as GLBasic, e.g.?
