HTML Header Meta Data Orders?

Do those meta data must be placed in order, such as always

<meta http-equiv="Content-Language" content="en-us">
<meta http-equiv="Content-Type"
content="text/html; charset=iso-8859-1">

First and

<title> the last?

Put this first, then any other meta data you want in whatever order.

Order of elements in <head> is usually irrelevant. <link> is an
exception in some situations.

But you should be using real HTTP headers if possible (as in, not
offline) instead of those <meta>s.
