Layers/scroll bar problem on Macs

I am having a problem with a scrolling layer I have in the middle of
this page:

http://www.threetwo.org/sullivan/mockup/

On some versions of Mac using Mozilla or IE, it looks like:

http://www.threetwo.org/sullivan/mockup/mac_ie.gif

any ideas why? I am using PVII Layout Designer behavior to center
screen, and a series of nested layers.

I know it doesn't work in Communicator 4.x, but will probably have a
redirect for those few users.

The two pages looked the same to me using Konqueror 3.0.5.
