What is the process to implement a locale?

There is no unique process; how they are implemented depends upon the
platform. On my desktop, the command "man 5 locale" describes locale
definition files, which can be compiled with the localedef command. I've
never tried it, so I can't personally vouch for either the accuracy or
relevance of the information on those man pages.

The process may be entirely different on other platforms. If you want a
single universal answer, you're out of luck. If you'll settle for a
platform specific answer, you'd best ask in a newsgroup specific to that
platform.
