Manipulating text on a webpage

I have been handed my first assignment in ASP.Net and it appears to be a
doozy so any guidance that can be offered would be greatly appreciated.

Basically, I have been tasked with creating a page which displays a
pre-built template that contains various sections of text. These
individual sections should be able to be rearranged to meet the user's
need and if necessary, new sections for entering additional text can be
added. Once the user has the different sections positioned where he or
she desires, the template is outputed as an image.

My closest frame of reference for this project is to equate it to a form
in Visual Studio wherein I can add textboxes and rearrange them to where
I need them to be. Is it possible to have this same functionality in a
webpage?

Again, any guidance is greatly appreciaed.
