i would also like to say what ive tried already :

1. without the tilde
2. without the tilde and back slash

it just continues to use the NT AUTHORITY\NETWORK SERVICE thoughout the
website instead of converting to the administrator account when trying to
access the maintenance section(subfolder)

any help would be greatly appreciated..
