Panel or Multi-page control

It seems like you can get the functionality of the multipage control by
simply using a few panel controls. Is one method better than the other?

If you are willing to work with IE 5.0 and above I'd
recommend the Microsoft IE Webcontrols consisting of a Tab-
strip & Multi-page controls
