Power++ von/from Sybase

Englisch:
I look for an alternative to Power++ of Sybase. I have
unfortunately only a limited version only on my computer run (and the
programs provided there).

The program is not to be acquired available no more and the new
version pleases me not in such a way.

The alternative should, if so which is possible free of charge its.
For Windowsprogrammierung, not Linux o.ae. And case possible German.
Alternative one would be English still yieldable. Aneder languages are
applicable net!

Software which I with this program provide, may do I these to friends
etc.. Distribute (free of charge)? May I offer thereby provided
software as Freeware in the InterNet? May I sell the software provided
thereby? What exactly may I do and which not?

Deutsch:
Software die ich mit diesem Programm erstelle, darf ich diese an Freunde
usw. Verteilen (kostenlos)? Darf ich damit erstellte Software als Freeware
im Internet anbieten? Darf ich die damit erstellte Software verkaufen? Was
genau darf ich und was net?
