Okay, and you are worried about the DIV because it has some parts
showing outside the LI's and some inside. If you must use transparent
backgrounds for the list and its items, adjust the styles so that the
DIV only shows through inside the LI's. As they contain paragraphs, I
assume that is do-able for this design. But I wanted an actual
example so I wouldn't have to make such assumptions.

Or use mouseenter/leave when supported (conveniently covers IE.)
