tomcat deploying WARS permissions question

I have tomcat 5 setup for a number of VirtualHosts. Users can upload
WARS as I have set the autoDeploy to true and unpackWARS to true.

One problem I have at the moment is that the directory structure that
is created on unpacking is owned by root (which is the user that is
running tomcat at the moment...) , which means that users cannot edit
jsps etc in the directory structure.

So, is there any way of getting tomcat to change the permissions after
unpacking the WAR file?
