Eclipse RCP Internationalization on ui.menus

Hello,

I'm trying to internationalize my plugins, but i come across a problem
that is internationalization of the org.eclipse.ui.menus and
everything that is in plugin.xml.

Objective: I want to internationalize labels and tooltips that are in
my plugin.xml.

Solution: i have across with some tutorial that says that putting in
the xml the carachter % like for example name="%plugin.name" the
eclipse will change the tag plguin.name with the one in my
plugin.properties

Problem: i do this and nothing works, in my menu it happears
%plugin.name

Question:
How do i do this? is there any automatic way of doing this (that works
of course) or i need to set the text of this extensions. If the last
is applicable how and where i do this text substitutions of labels and
tooltips.
