On May 1/2,FEMAwill execute a COMEX/MOBEX operation which will
mobilize the entire U.S. National Guard infrastructure of all 54 States
and Territories (480,000) men. This exercise is to simulate a
National
Emergency sufficient to declare Martial Law, suspend the Constitution,
and place ALL government control under Federal Emergency Management
Agency control.
The pretext for the simulation will be civil unrest due to massive Y2K
systemic failures in communications, transportation, power, and banking
systems. Many other State, local, and US Government agencies will be
involved in the test, although to avoid actual public panic, soldiers
will not actually report for duty in the streets. There are several
potential problems and issues with such an operation:
1) It would appear that underFEMAguidelines, defining charters of
National Guards, the Constitution, the Posse Commitatus Act, and
individual State Constitutions,FEMAdoes NOT have the authority to
assume command of the National Guard in such a test.
2) The National Guard will, under the test and in any actual
emergency,
be redefined as a National Police Force, strictly prohibited by the
Posse Commitatus Act.
3) It is assumed they will work closely with civilian authority and
may, in fact, directly violate Posse Commitatus in the act.
4) The entire premise being civil unrest due to Y2K related problems
suggests that there is something government is not telling us about Y2K
preparedness.
5) There is a possible Y2K End-Game conspiracy whereby artificial
manipulation of computer systems will ASSURE the outcome this operation
practices for, the purpose being to allow suspension of the
Constitution, seizure of all weapons, and dismemberment of the
Militias.
