Yes, it's in english.

Start with "Learn C the Hard Way" by Zed Shaw. This is a great introduction. From there, take a look at "Effective C" by Robert Seacord.

It takes about 10,000 solid lines of code to gain proficiency with a language. Work through Shaw's book and you'll gain basic proficiency through typing in several thousand lines of code. You should be ready to write some decent programs after completing the book.
