For testing purposes, yes.

Just observe the usual precautions:

1. Make sure you have the Windows Firewall turned on, or use a 3rd party firewall.
2. Use "best practices" code, particularly as it refers to security.
3. Run dependable antivirus and antispy/antimalware programs.
4. Keep your OS as fully patched as you can.

Windows XP should not be used as an Internet server, though.

It's a client OS with many limitations.
