passwordFormat="Encrypted" trouble

Hello,

I'm attempting to use encryption rather than hashing on a 2.0 site so I can
retrieve passwords.

I tried just changing from passwordFormat="Hashed" to
passwordFormat="Encrypted". Now when I attempt to create a new user with the
web site administration tool, I get the below exception.

If I change it back to "Hashed" I can create new users fine.

I haven't tried to do this before and I'm a little lost <s>. The stack trace
doesn't help me much.
