Securing pages with 1.1

Hi,

I have 3 groups I want to secure, Admins, users, Agencies.
I have seperate folder for each and want to use role based security.

I have pages already in Users that I want to access by Agencies.

So shall I put those pages in a common unsecured folder???

Would that be a secure? The pages that are common would have
pages that have grids filled with data from the secured page.
