streaming video basics...?

Hello,

I've never designed sites with video and have a client that's asking about
"streaming video".

I think it's to market an instructional video, perhaps with selected clips
of the video available for preview.

isn't most this handled on regular HTTP servers these days anyway?

If that's the case, what would be an example of where "streaming servers"
would be needed.?
